“The COVID-19 pandemic continued to strain already depleted health services. The rights to freedom of expression, association and peaceful assembly were regularly violated. Gatherings organized by the political opposition were almost universally banned. Laws on "foreign agents" and "undesirable organizations" were widely used to suppress dissent, as were falsified prosecutions and other forms of pressure. Journalists, human rights defenders and other activists have been threatened and attacked with impunity. Persecution of Jehovah's Witnesses increased. Torture and other ill-treatment in places of detention remained endemic, and those responsible were rarely brought to justice. Enforced disappearances were reported in Chechnya. The authorities failed to take measures to combat domestic violence. LGBTI people continued to suffer discrimination this year. As in previous years, refugees and asylum seekers were victims of arbitrary expulsions.”
