Summary
The Air quotas mechanism only covers aviation emissions and does not allow trade-offs between flying and other carbon emitting products or services. If it were integrated into a general carbon accounting system covering all products and services (which is the long-term goal), there would be greater freedom to travel for those who prefer to limit their car usage or their consumption of clothes and meat.
